Consultant outlines 13‑month military installation readiness review for Cannon AFB region

Scott Wiley of Matrix Design Group briefed the Clovis City Commission on a grant‑funded Military Installation Readiness (MIR) review covering Cannon Air Force Base and regional infrastructure.
Wiley said the team has gathered open‑source data and conducted stakeholder interviews across Curry and Roosevelt counties and the cities of Clovis and Portales. The study — funded by the Office of Local Defense Community Cooperation — focuses on off‑installation dependencies including water supply and sustainability, energy systems, transportation corridors, gate access, land‑use compatibility, aviation, wastewater and emergency operations.
"Our outcomes will be to identify any vulnerabilities and risks, to prioritize resilience projects and recommend them for funding strategies, and have actionable strategies aligned with those appropriate resource pathways," Wiley said. He told the commission the project will take about 13 months and that a report should be ready for public review in December.
Wiley said the technical committee includes county managers, city managers from Clovis and Portales and base mission support, and that the team has completed stakeholder interviews and site visits. Commissioners thanked the Matrix team and noted the regional partnership that produced the grant application.
Ending: Wiley said Matrix will brief the base community council and Armed Forces Support Committee before returning to the commission with the draft recommendations in late year.
