Emergency management staff and consultant David Elliott explained the resolution creates a staging posture that allows the town to deploy people and other resources quickly when cold conditions rise to a dangerous level. "This is the way to open up staff and resources for helping," Elliott said, describing coordination with police, fire, public works and partner nonprofits such as NEST and Strayharts.
The resolution reaffirms the mayor’s authority to issue a proclamation for emergencies and notes that any proclamation must be affirmed by council within 48 hours, consistent with town code and the Open Meetings Act. Legal counsel confirmed the relevant code section that authorizes the mayor to issue emergency proclamations and explained emergency meeting provisions for quick affirmation by council.
Council members discussed whether to grant the mayor ongoing blanket authority for short cold‑events, but legal counsel noted the town code requires affirmation within the 48‑hour window; staff said an emergency meeting can generally be convened quickly via virtual means. Staff emphasized the declaration is primarily a preparedness and coordination tool and would not immediately obligate large expenditures; any significant resource commitments would be brought before council.
The motion to adopt Resolution 26‑08 passed by roll call; no dissenting votes were recorded. Staff said the declaration would support shelters, warming centers, outreach by law enforcement and volunteer organizations, and could include animals in coordination with local animal welfare groups.
