Commissioner Lea Meadows moved to recommend approval, and Commissioner David C. Buchanan Jr. seconded. The motion passed 5–0 with two commissioners absent. The recommendation is conditioned on approval from the Smyth County Health Department and VDOT, and on any permits required for grading and electrical work.
Saufley told the joint hearing he expects roughly six RV parking spots depending on health department requirements for a bath house and said most stays would be short‑term through a harvest host arrangement with a nearby distillery. He said he is working to coordinate electricity to the campground, and commissioners asked about site drainage and the property's drop‑off and wet‑weather creek, which Saufley said generally remains dry except during heavy rain.
The Planning Commission recorded its recommendation after questions about VDOT access related to a bridge and drainage; staff will verify required external approvals before the county forwards a final recommendation to the Board of Supervisors.
