Henry County commissioners approve routine claims, grants and equipment purchases; authorize federal transit grant filing

At their May 13 meeting, the Henry County Board of County Commissioners approved routine minutes, claims and payroll; authorized multiple equipment purchases and agreements; and approved filing a CY2027 application under Section 5311/5339 of the Federal Transit Act for transit funding.
Steve Dellinger, president of the Henry County Board of County Commissioners, opened the May 13, 2026 meeting in the Henry County Sheriff’s Office conference room and introduced Shenandoah’s FFA AG Issues team, which presented on pros and cons of data centers.
The board took a series of unanimous 3-0 votes on routine business. Commissioners approved the minutes of the April 22, 2026 meeting, the presented claims, and payroll. They also approved the treasurer’s monthly report for March 2026 and accepted the monthly report from Innovative Technical Solutions for April 2026. The board approved a Water Infrastructure affidavit (2016-108) in the amount of $22,950 to United Consulting.
Corey Murphy of the EDC said the RDC will advertise an RFP for a new shell building on 400 S., a forthcoming step in local economic development efforts. Braden Shore of Henry County Highway reported that no bids were received for epoxy injection for Bridge 115, that SJCA is using scorecards to evaluate Bridge 115 and Bridge 143, and that a new paver has arrived for county road work.
The board approved several department and vendor-related actions. The board approved taking a $300,000 increase for the county’s insurance renewal premium after an update from Josh Estelle of McGowan Insurance Group. Commissioners authorized purchasing touchscreen PC replacement parts for the sheriff’s office for $9,850 using jail bond funds, and they approved a McGowan policy change to add another drone for the Sheriff’s Department at $1,066 to be paid from the department’s equipment fund. The board also approved a payment to Knightstown Collision Center, Inc. for $9,714.33 from the new Sheriff’s deductible fund.
The board approved submission of grant number G-26-001 for the MCH Strategic Initiatives Funding Opportunity on behalf of the Henry County Health Department, and it approved Resolution No. 3 authorizing filing a CY2027 application for a grant under Section 5311/5339 of the Federal Transit Act.
Other actions approved included acceptance of the bond for Kyle Cole (Henry County Weights & Measures), and agreements with Baker Tilly and Mendenhall & Associates, LLC for the Expo. Troy Jester of Henry County EMA announced a disaster volunteer reception center training on Thursday, May 21, 2026, from 6 p.m. to 8 p.m., run in collaboration with United Way.
All recorded motions carried by recorded 3-0 votes with motions typically made by Commissioner Susan Huhn or Commissioner Joe Wiley and seconded reciprocally. The meeting adjourned following completion of agenda business; documentation was signed and attested by county officials.
The board did not take public-policy votes that change county ordinance at the meeting; its actions consisted of routine approvals, contract and equipment authorizations, and the authorized application for federal transit grant funding.
