Isanti County Board denies kennel permit for Dalbo-area parcel

The Isanti County Board of Adjustment denied an interim-use/kennel request March 12 from Anthony Casale to have up to nine dogs on his 4.47-acre property in the Stanchfield Creek Pines plat near Dalbo.
County staff told the board the request had previously been denied by the board on Nov. 13, 2025 and that the current request sought eight personal dogs plus one training dog. Staff documented nine single-family homes within 1,000 feet of the parcel and 46 homes within one-half mile. Casale presented vaccination and veterinary records for his dogs and stated he would not replace dogs once they died.
Support letters from the Dalbo Fire Department and a number of neighbors were filed in the record; named supporters included Amanda Selle, Brandon Ulrich, Angie Mahul, Denise Woodiwiss, Charles Mattson, Jeff Stein, Nolan Miller, Dawn Potts and Matthew Season. Board members said the platted residential character and the number of nearby houses made the location unsuitable for a kennel or commercial-scale dog facility; the motion to deny, made by Jim Fridstrom and seconded by Kathy Skiba, carried unanimously.
The denial reaffirms the board’s earlier finding that the property’s surrounding housing density is incompatible with the ordinance’s kennel/interim-use siting standards.
