Representatives for Harrisburg Mall LP detailed a preliminary/final subdivision and land‑development plan for the former mall property, presenting an eight‑lot layout that includes a Bass Pro parcel, retail/flex parcels, parking plans and proposed access points on Paxton Street and Friendship Road. The project team said the site is served by public water and sewer, is in the ML zoning district, and that sewage planning module exemption and PennDOT HOP permits are in process.
The applicant requested three sidewalk‑related waivers and one deferral, proposing internal pedestrian easements and partial sidewalk construction due to topography and existing conditions. The traffic engineer said the traffic study scoping and submissions to PennDOT have been extensive and have included multiple reviews; coordination is ongoing with PennDOT work on the adjacent Eisenhower Interchange.
Planning staff presented conditional recommendations for approval of the waivers and deferral (including a requirement that the applicant provide a public pedestrian access easement and install 189 feet of sidewalk at a specified adjacent property or pay a fee in lieu). The board voted to grant the waivers and the deferral per the planning commission’s recommendations and the staff conditions.
The board also noted that final signal and design submissions will proceed in coordination with PennDOT and that further technical comments have been addressed to the township’s engineering staff.
Next steps: the applicant will continue coordination with PennDOT on the HOP, finalize sewage planning exemptions with DEP, and execute the pedestrian easement and other conditional items required by staff.
