City staff said the sign was an existing structure and the applicant came in to replace the damaged face. The applicant's representative, Taylor Ray of 4098 E. I-20 Service Road S, told commissioners the business—identified in the hearing as a convenience store—wants the board to allow an informative digital message board for daily specials and limited updates.
Staff recommended approval and suggested a condition to limit how frequently the sign message may change so the display does not distract drivers. A staff member told the commission the city could require the digital face to change only once per day and noted a suggested window of between 12 a.m. and 3 a.m. for that update. Commissioners discussed height (about 20 feet) and visibility from the highway; staff said the applicant must still obtain building permits and any necessary drive-approach approvals.
Commissioner (Speaker 3) moved to approve the SUP as presented; the motion was seconded and passed by unanimous voice vote. The SUP approval allows the business to replace the existing static sign with an electronic message display subject to any permit conditions the city attaches.
The commission record includes staff exhibits showing the existing sign location, the proposed digital face and the staff recommendation. The applicant and staff agreed that additional specific operating conditions (hours of message changes, frequency of updates, and lighting controls) can be incorporated into the SUP and enforced through the permitting process.
