Public Works Director Abraham Campos reviewed a California Climate Investment/Affordable Housing & Sustainable Communities grant for the Jacaranda Gardens bike lane and street improvements (grant total $2,244,000) and recommended awarding the construction contract to Rope Engineering after receiving one responsive bid near $1.9 million. The project will add Class 2 bike lanes on Bradshaw and Class 3 and Class 2 facilities on Waterman and includes an extension of 12th Street to improve connectivity.
Campos also recommended awarding a grant‑funded alley paving contract (about 30 alleys) to Grove Engineering to reduce dust emissions and improve access for multifamily properties, and presented the 2026 street overlay project with four responsive bids; staff recommended Granite Construction at about $3.23 million within a $3.5 million budget (including contingency) and the council approved that award as well.
Councilmembers thanked staff for securing grant funding and emphasized minimizing construction impacts; staff said visible construction would begin this summer with phased work and traffic control.
