St. Martin Parish Council authorizes IIJA application for Doyle Melancon Road safety project

The St. Martin Parish Council voted unanimously May 21, 2026, to authorize Parish President Pete Delcambre or his designee to submit an application under the Infrastructure Investment and Jobs Act (IIJA) to secure match funding for the Doyle Melancon Road Safety Improvement Project.
The move, adopted as Resolution No. 26-049-RS, directs the parish president to execute any and all applications or documents necessary to apply through the Louisiana Infrastructure Technical Assistance Corporation (LITACorp) for IIJA match funds. Council Member Carla JeanBatiste moved the amended resolution; Hoyt Louviere seconded it. The roll call showed seven yes votes (Hoyt Louviere, Carla JeanBatiste, Tangie Narcisse, David Poirier, Chris Tauzin, Corey Melancon and Chris Courville); Vincent Alexander was absent at voting and Ben Clay was excused.
The council discussed the action after Clerk Brooke Thibodeaux read the resolution summary. JeanBatiste told the council that a grants-evaluation group is targeting roads for the federal Safe Streets and Roads for All (SS4A) program and that St. Martin Parish is pursuing roughly an $8 million SS4A application; the IIJA application covered in the resolution is intended to supply the required 20% local match. Doyle Melancon Road was selected for this match-application because, JeanBatiste said, the engineering work for the project is already completed.
During the meeting Council Member Vincent Alexander asked that the "Anse La Butte Ches Broussard Road Water Project" be added to the resolution. Chairman Chris Tauzin said the special meeting is limited to the items listed in the official call and the Anse La Butte project could not be added. JeanBatiste then asked that the resolution be amended to authorize "Parish President Pete Delcambre or his designee" to submit and execute the application paperwork; the amendment was adopted as part of the motion.
Parish President Pete Delcambre asked that Parish Attorney Lee Durio review the revised language "to make sure this is acceptable" before documents are executed, and the council approved the amended resolution. Following the vote the council unanimously approved a motion to adjourn.
Resolution No. 26-049-RS authorizes staff to pursue IIJA match funding through LITACorp for the Doyle Melancon Road Safety Improvement Project; the council did not vote on, nor add, the separate Anse La Butte Ches Broussard Road Water Project during the special meeting.
