The Historic Technical and Compliance Advisory Board on March 20 approved a front-yard fence limited to 4 feet at a Burlence Street property, following staff guidance that the 4-foot height conforms to historic-district guidelines.
Applicant Sarah Jones spoke online and told commissioners the request for a 5-foot fence was driven by security concerns and nearby properties that have taller barriers: "Con esta cerca van a mantener a las personas fuera ... Por eso es que vamos pidiendo que sean 5 pies" (Sarah Jones). Staff responded that the guidelines generally favor 4-foot front fences and recommended approval at that height.
Commissioners asked about precedents for taller fences in the corridor and staff explained several possible reasons older 5-foot barriers existed (previous approvals, noncompliance or appeals). After brief discussion a commissioner moved to accept staff recommendations and the motion was seconded; the board approved the staff recommendation by roll call (Davis; Regard; Spiller; Fullerton; Pollock; Spitz; Vsquez; Seplveda). The chair asked the applicant to coordinate next steps with staff.
