The interim chair outlined staff recommendations, which supported the fence and wall but recommended denial of the planter adjacent to the facade under the city's design guidelines. The applicant, identified in the record as Seor Emes, said he would measure and provide exact planter heights and described construction details intended to prevent moisture from contacting the foundation: "...voy a usar una base que va a estar alrededor de los cimientos y va a estar separado de los cimientos ... y va a haber drenaje en esas jardineras separada de la casa" (applicant).
Commissioners pressed the applicant for a precise maximum height; staff noted existing planters measure about 9 to 10 inches and suggested one to 1.5 feet as a workable guideline for administrative review. A commissioner offered a friendly amendment to accept staff recommendations with conditions that any approved planters not exceed the existing bed elevation, include separation from foundations and drainage, and allow the applicant to work with staff on exact measurements.
The motion to approve the staff recommendations with those stipulations passed by roll call. The vote as recorded in the hearing roster was unanimous in favor (Davis; Regard; Spiller; Riggard/Origen; Pullit/Pollock; Spitz; Vsquez; Seplveda).
The board asked the applicant to submit measured planter heights and suggested staff would process any administrative approvals once the measurements and drainage details are provided. The interim chair closed the item by directing the applicant to coordinate follow-up documents with staff.
