Carter County commissioners approve 2024-25 budget calendar, multiple amendments and establish landfill closure reserve

Carter County commissioners on Dec. 18 approved a series of budget measures, contracts and a new reserve policy aimed at funding future landfill closure obligations.
The board, chaired by Ginger Holdren, unanimously approved the 2024-25 Budget Calendar following a motion by Commissioner Danny Deal and second by Commissioner Aaron Frazier. Finance Director Carolyn Watson summarized the budget report and told commissioners the full budget minutes contain detailed information and offered to answer follow-up questions by phone or email.
Commissioners approved several contract items and grant-related actions, including the Three Star Grant Program contract (motion by Thomas Proffitt, second by Aaron Frazier) and an AIA contract for the Health Department (motion by Kelly Collins, second by Aaron Frazier). Each passed on recorded electronic votes of 22 yes, none opposed.
On landfill financing, the board first approved a motion by Julie Guinn, seconded by Angie Odom, to establish a Landfill Closure Reserve Account and to transfer 50% of all unused and unencumbered funds remaining in Solid Waste Fund #116 at the close of each fiscal year into that reserve for the sole purpose of paying future landfill closure and post-closure obligations. Commissioners then approved a formal resolution to the same effect (motion by Steve Burrough, second by Aaron Frazier). Both actions passed unanimously.
The meeting also cleared a package of budget amendments: Amendment 101-6 ($77,983.05), Amendment 116-2 ($2,960), Amendment 117-7 ($1,500), Amendment 131-2 ($3,000), Amendment 141-3 ($595,035.80, including $400,794.35 from the Unassigned Fund Balance), Amendment 142-3 ($1,991,776.63), Amendment 143-1 ($43,155.25, including $39,899.25 from the Unassigned Fund Balance) and Amendment 145-2 ($28,496.00). All amendments passed on recorded electronic votes (each recorded as 22 yes votes). A motion to list items from the landfill on GovDeals also passed.
Commissioners accepted monetary animal shelter donations totaling $1,805 and non-monetary donations totaling $750. The board recorded votes and supporting pages in the official minutes for reference.
Why it matters: the reserve account creates a dedicated funding stream for long-term landfill obligations, and the set of budget amendments together represent the board’s near-term fiscal adjustments heading into 2024.
