Avon WPCA requires developer-funded flow study for Homes at Avon Park and approves Avon Gardens modification

The Avon Water Pollution Control Authority on May 13 approved two will‑serve actions affecting developments in town and directed staff to pursue updated outreach on a potential sewer extension.
Town Engineer Lawrence Baril presented both development requests during the Authority’s virtual meeting. For The Homes at Avon Park, Phases III and IV, the board voted to require the developer to pay for an additional impact analysis to evaluate how the proposed increased flows would affect the Avon Park collection system. Vice‑Chair Pam Monroe moved the motion; Aden Baume seconded it. Monroe, Chair Chris Roy and Baume voted in favor; Baume had voted in favor of the motion and no additional opposing votes were recorded in the meeting minutes.
The Authority also approved a will‑serve modification for the Avon Gardens/Avon Mills expansion, submitted by Gal Equities, "in accordance with the current will‑serve policy," Baril said. Monroe moved the approval and Roy seconded; Monroe, Roy and Baume voted in favor.
In older business, Baril summarized survey responses related to the Stony Corners and Stony Corners Circle sewer extension and asked the Authority whether to pursue the project. The board discussed options and Baril told members the Engineering Department will prepare an updated survey and share it with the Authority for a future workshop, effectively postponing a final decision pending additional public outreach and updated data.
Baril also told members he had contacted Hemlock Construction about the Hollister sewer project and that the contractor could potentially begin "as soon as next Monday," subject to scheduling and any remaining administrative steps.
The meeting began at 5:32 p.m. and adjourned at 6:24 p.m. The minutes for the April 9, 2026 meeting were approved at the start of the session; that vote recorded Monroe and Roy voting in favor and Baume abstaining.
