Advisory committee approves amended roadway letter after thoroughfare plan change

The Capital Improvements Advisory Committee approved an amendment to its previously submitted letter on the roadway land‑use and CIP after consultants flagged two changes to the city’s adopted thoroughfare plan.
Freese & Nichols explained that one alignment change involved the route around Delbelo Boulevard (a mapped alignment change with no material capacity change), and another change removed a collector/arterial segment from the thoroughfare plan. "Because that line went away, we removed it from the impact fee CIP," the consultant said, explaining the corridor is no longer eligible for inclusion in the impact‑fee calculation.
The consultant showed that removing the segment reduced roadway capacity in service area 3 while growth assumptions remained the same; as a result the eligible percentage for that service area increased (presentation showed a change from approximately 87% to roughly 96% eligible). Committee members reviewed the short four‑slide amendment and moved to approve the revised letter. A motion to approve was seconded and passed unanimously; staff will forward the amended letter to city council as part of the public‑record package.
The committee discussed follow‑up scheduling and asked staff to circulate dates for a follow‑up meeting the week of July 20 so members can finalize comments to be provided to council before the hearing.
