Land Preservation Review Board approves Oct. minutes, reviews multiple easement and settlement updates

The Land Preservation Review Board (LPRB) of Mechanicsburg met on Nov. 20, 2025, and approved the Oct. 16, 2025 minutes after a motion by Secretary Sharon Wevodau and a second from Vice‑Chairperson Rob Shaw. Chair Frank Evelhoch called the meeting to order at 5:37 p.m.; the meeting adjourned at 7:33 p.m.
The board reviewed several property easement updates under agenda item 5.1. LP Program Coordinator Laura Brown said the Board of Supervisors approved a subdivision‑plan waiver for the 16 Green Hill Road property and that Lancaster Farmland Trust and the property owner’s attorney are finalizing easement documents. Brown said additional language is being added to the easement to preserve potential future right‑of‑way needs; the subdivision plan must be recorded before a settlement date is scheduled, and settlement is projected for December 2025.
Brown reported 480 North Locust Point Road shares the same owner and is proceeding under the same process as 16 Green Hill Road. For 1122 Trindle Road she said the survey is complete, showing a total of 80.136 acres, and the County Agreement of Sale has been signed; easement and incentive payments were approved at the October Board of Supervisors meeting and settlement is hoped for in December 2025.
On 9 Stillmeadows Lane Brown said the property owners accepted the easement offer on Oct. 21, 2025. Brown requested a proposal from Jeb Musser at Lancaster Farmland Trust; she said approval of the easement payment by the Board of Supervisors will be added to the December 2025 BoS agenda. No new survey is needed because the owner previously paid for a survey showing 26.08 acres. The board’s timeline for settlement on that property is the second quarter of 2026.
Under new business the board reviewed financial statements and a PLGIT investment update. Brown and member Vince DiFilippo will present on municipal land preservation at the Central Association of Pennsylvania Councils of Governments (CAPCOG) meeting on March 16, 2026. BoS Liaison Carl Machamer provided a brief update on township matters; no public comment was recorded.
The board went into executive session to discuss real estate at 6:35 p.m.; the session ended at 7:32 p.m. Minutes state that no items requiring a vote were discussed during the executive session. The next regular meeting is scheduled for Thursday, Dec. 18, 2025. Meeting minutes were submitted by Sharon Wevodau, LPRB Secretary.
