Board advances park work and bridge projects; anticipates $9.1 million in grant requests

Township Manager Raymond Palmer told the Silver Spring Township Board on Jan. 22 that staff proposed Township projects for 2025–26 and that four major grant applications totaling about $9.1 million are anticipated in 2025–26. Palmer reported that earthwork at the Costco site has begun and that the Hempt Bridge reopened at the end of 2024 after completion of repairs.
The Board approved a pay application for Paul Walters Memorial Park Phase 1 (Pay Application #5 to Kinsley Construction LLC, not to exceed $85,370.46) and approved Change Order #2 to cover unit costs for crushing existing, stockpiled rock to meet PennDOT 2A subbase specification (unit cost not to exceed $11.75 per cubic yard). The Board also ratified the purchase of an F‑250 truck with plow at a cost of $57,390 (purchased Dec. 8, 2024 to secure 2024 pricing).
Engineer Aaron Moyer reported the Cumberland County Small Bridge Program allocated $200,000 toward the Kost Road culvert project; staff recommended in‑house road prepping and phased construction with culvert replacement as the first phase. Mr. Moyer will confirm culvert design and cost estimates and present follow‑up information at the February meeting.
The Board approved Pennsy Supply Change Order #1 for the Evergreen II Keswick Drive curb project (not to exceed $97,000) to replace remaining curbs at the same unit price and established an easement value of $20,689 for temporary construction and permanent sidewalk easement from Manufacturers Equity Corp (Kwik Fill) at 6479 Carlisle Pike for the Joe Ricci Trail.
Next steps: staff will finalize grant applications, confirm culvert design and costs, and return to the Board with scope and budget details for multi‑year projects at the February meeting.
