Ms. Jennifer Groller, the Township’s MS4 Coordinator, presented the annual Storm Water Fee and Pollution Reduction Project (PRP) update to the Silver Spring Township Board of Supervisors on Jan. 22. Groller explained how stormwater fees are calculated, reviewed the status of fee accounts and the Township’s compliance steps under the DEP NPDES permit, and summarized completed PRP work.
Groller said completed projects include a rain garden and a bioswale at Willow Mill Park and that the 2022–2023 annual report was finished and accepted per DEP requirements. She also noted that enhancements to the Vincent DiFilippo Nature Preserve were recognized by the Central Penn Business Journal as one of the region’s Top Projects.
The presentation emphasized that the Township is meeting current state mandates and that the Pennsylvania Department of Environmental Protection will shortly announce new PRP project requirements that could affect future planning and budgets. Board members asked clarifying questions and took no immediate policy votes at the meeting; staff will integrate DEP guidance into upcoming project planning and budget materials.
The Board will receive follow-up information as DEP releases new PRP requirements and as staff assesses any subsequent impacts on the Township’s stormwater fees and project schedules.
