One member suggested surveying residents — including people who had previously opted out of the program — to gauge support; another urged partnership on targeted communications and real‑time rate comparisons during high‑usage months. Branson said Sustainable Westchester can share its full contract deck and work with town staff on messaging but noted the program’s ability to reach nonparticipants is limited if those residents previously opted out.
No vote was taken. Staff were asked to coordinate resident outreach and to provide the board with the full presentation materials and a recommended timeline for decision by mid‑April if possible.
