The Ottawa Plan Commission on Jan. 26 continued a public hearing on a conditional‑use request from James Boe and McDonald’s for a drive‑through facility at the southwest corner of McKinley Road and First Avenue.
Chair John Stone opened the hearing and a staff member provided an update saying the applicant has submitted a traffic study and is working with the Illinois Department of Transportation. According to staff, IDOT has indicated acceptance of a right‑in/right‑out access arrangement; the applicant is coordinating additional roadway improvements to McKinley Road and Catherine Street and exploring potential shared or alternative access with nearby properties.
Commissioner Hughes moved to continue the public hearing to the next regularly scheduled Plan Commission meeting on Feb. 23, 2026; Commissioner Mangold seconded. The motion carried unanimously with Burns, Stone, Ruiz, Hughes, Mangold and Volker voting aye.
The continuation postpones any recommendation to the City Council while staff and the applicant finalize coordination with IDOT and potential access or roadway changes. No public testimony or written objections are recorded in the minutes for this meeting.
Next steps: the commission will revisit the conditional‑use request on Feb. 23, 2026, when updated information from the applicant and IDOT is expected to be available.
