Director briefs commission on Comprehensive Plan progress; members note municipal election results

Andrea Riganti, Director of Planning and Zoning and Economic Development, told the Manchester Planning and Zoning Commission on April 13 that the first Comprehensive Advisory Committee meeting was held in early April and that city-wide focus groups have provided input on strengths, weaknesses, opportunities and visions to inform a draft comprehensive plan.
Riganti said consultants will use the public input to prepare the draft and that commissioners will be kept apprised of progress. Commissioners asked about implementation details and timelines; Riganti did not provide a final completion date but announced the commission's next scheduled meeting on May 11, 2026.
During the mayoral report portion of the meeting, Alderman Rich Baumann announced the results of recent municipal elections: Benjamin Toben will be mayor; Bill Parmentier will serve as Ward 1 alderman; Marilyn Ottenad will serve as Ward 2 alderman; and Peter Bitzer will serve as Ward 3 alderman. Commissioners raised questions about Manchester Road maintenance and potholes; Riganti noted that the Missouri Department of Transportation (MoDOT) has jurisdiction over Manchester Road and should be contacted for that work.
Votes taken at the April 13 meeting included approval of the March 9, 2026 minutes, approval of the April 13 agenda, and adjournment; all motions passed by unanimous voice vote.
