Franklin County Legislature publicly thanks NY State Trooper Sergeant Jay Cook for apprehending escapee

The Franklin County Legislature paused during its Jan. 7 organization meeting to publicly honor Sergeant Jay Cook of the New York State Police for his role in the capture of escaped inmate David Sweat on June 28, 2015.
Resolution No. 5, offered by a group of legislators, recited the manhunt that followed the June 6, 2015 escape of Richard Matt and David Sweat from Clinton Correctional Facility and described Sergeant Cook’s June 28 road patrol in the Constable area that located and apprehended David Sweat before he could reach the woods. The Legislature “pauses in its deliberations to publicly honor and thank Sergeant Jay Cook” and authorized transmission of an official copy of the resolution bearing the county seal to Sergeant Cook and his family.
The resolution recognized Sergeant Cook as an ‘‘upstanding member of his community’’ and memorialized the Legislature’s appreciation for his actions; the measure passed unanimously. No disciplinary or investigative actions were discussed in this resolution; it is a formal expression of gratitude adopted by the board.
