Residents press Clinton council for clarity on Fairview Avenue paving and grant timing

Kaitlyn Moreshi, a Town of Clinton resident, told the council that neighbors on Fairview Avenue are concerned about “the deteriorating conditions of the roadway” and asked whether Fairview has been submitted for grant funding and when it might be scheduled for paving. She said the materials posted by the town helped her understand the process and thanked Councilman Bruno and Business Administrator Rich Phelan for answering earlier questions.

Mayor Janice Kovach said Fairview “has always been an active priority” and explained that the town relies on Department of Transportation grant funding so the full cost does not fall on taxpayers. Business Administrator Rich Phelan told the council Fairview “has been on our radar for quite some time. Currently Fairview is the highest of priorities,” but said the state recently ranked Rupells ahead of Fairview because Rupells serves as a bypass for Route 78 when the highway is closed.

Council members encouraged continued communication between residents and staff and said the town will keep applying for grants and update the public as bids and state scheduling become known. The discussion closed with a resident compliment that posting full resolutions and ordinances online helped people follow the agenda.

The council did not adopt a new paving schedule at the meeting; officials reiterated that actual construction timing depends on DOT awards and permitting, and on the town’s ability to align project windows with school and event calendars.
