Granby commission proposes 'Municipal Operations' label, recommends infrastructure and property edits to POCD

At its April 13 meeting, the Granby Development Commission reviewed proposed updates to the Plan of Conservation and Development (POCD), recommending a new section name and several content additions. Abby Kenyon, Granby’s director of community development, said the POCD Committee asked the town to revisit the newly combined Government Services, Public Facilities and Infrastructure section because it appeared lighter on information than the 2016 POCD.

The Development Commission proposed renaming the section “Municipal Operations” and asked staff to pass that suggestion to the POCD Committee. Commissioners recommended that, in addition to language about purchasing property, the POCD should explicitly consider the sale of town-owned property where appropriate. Under the infrastructure goal, members asked that electric and telecommunications services be referenced alongside other facilities.

Commissioners also asked staff to review other POCD sections to ensure economic development policies mention marketing the town’s identity, that updates to zoning and subdivision regulations are placed where appropriate, and that the environment section reflects whether solar on town facilities is incorporated. Kenyon said she would compile the Commission’s suggested edits and relay them to the POCD Committee for consideration.

The discussion produced no formal vote on POCD text; the Commission’s role at this meeting was advisory and intended to shape recommendations delivered back to the POCD Committee.
