Planning & Zoning reviews edits to General Plan Sections 7.08 and 7.10; limits on heavy industrial uses highlighted

At the May 21 meeting, the Mendon Planning & Zoning Commission reviewed proposed edits to the city General Plan focusing on Section 7.08 (Residential Commercial and Commercial Business Zone) and Section 7.10 (Light Industrial Zone).

For Section 7.08 the commission removed several phrases from the fifth paragraph of the "Principles" subsection, deleting the wording 'trees, shrubbery, greenery with' and the clause describing properties as 'easily maintained, characterized by flower gardens and/or other visual features aesthetically pleasing to customers and tenants alike.' The record notes deletion of the 5th and 6th paragraphs in the Principles section.

For Section 7.10 the commission adopted replacement language clarifying the purpose of the Light Industrial (L-1) zone: to provide areas for industries necessary and beneficial to the local economy while protecting the zone's environment, adjacent areas, and the broader community. The new text records the full intention of the City Council and Planning and Zoning Commission that uses in the L-1 zone be acceptable to the majority of residents. The previous enumerated list of non-permitted uses was deleted; the commission added an explicit statement that heavy industrial uses — including hazardous processing, freight terminals, and large-scale manufacturing — are prohibited or strongly discouraged. The revision also requires buffering, screening, and rural-compatible design standards for light industrial uses. In the Principles subsection the phrase 'automobile headlights' was replaced with 'plantings that obscure automobile headlights.'

The meeting record shows these edits were adopted for further processing; no separate motion language or roll-call vote for the General Plan language is recorded in the transcript. The changes will proceed through the city's standard amendment process for the General Plan.
