Consultant recommends renewal of Crown Vehicle Salvage junkyard license after inspection

Cory Stoner of Harold Pellow & Associates told the Byram Township Council on Feb. 18 that his inspections of Crown Vehicle Salvage at 287 Lackawanna Drive found the operation largely unchanged from prior years and recommended renewal of the facility’s 2025 junkyard license.
Stoner told the council that he visited the property twice in 2024 and observed no substantial operational changes from the prior owner. He said perimeter chain-link fences were in working condition despite a few damaged sections, that trailer bodies used for covered storage remained inside the fenced area, and that records of NJDEP compliance and fire-protection inspections were available on site. "It is my recommendation that the Council receive this license renewal favorably and grant a license renewal for the 2025 calendar year," Stoner said.
The consultant also noted items the licensee should continue to manage: maintenance of the perimeter fence; removal of any dead or diseased trees along Lackawanna Drive; keeping trailer bodies and stored materials inside the fenced area; and maintaining NJPDES/NJDEP documents on site. Stoner observed that approximately 20 vehicles were parked outside the fence in an orderly fashion and not blocking the adjacent private access drive, and he recommended continued efforts to avoid ponding on gravel access areas and to regrade those areas in spring as needed.
Stoner said past inspection issues had centered on a tire pile that has since been removed; he recommended continued cooperation with the Sussex County Office of Mosquito Control and that the licensee contact that office in 2025 to request an inspection if appropriate.
The consultant recommended that prior conditions attached to the license be continued for 2025, including restrictions on stockpiling tires and requirements to maintain fire-protection records and perimeter fencing. The meeting minutes record Stoner’s recommendation; they do not record a separate, itemized roll-call vote on a Crown Vehicle Salvage license renewal within the text of the report.
