Fitchburg board signs off on $1.68M Wallace Tower change order and several capital funding moves

The Fitchburg Housing Authority on Feb. 25 approved several capital actions, including a $1,684,309.25 change order for Wallace Tower, authorizations to pursue state HILAPP funding for elevator and rehabilitation projects, a funding submission for Green Acres sidewalks, and the selection of M&C Building LLC for Daniels Heights structural repairs.
Treasurer David Basilio asked for clarification about Change Order #0012 for Wallace Tower Project #097132; Executive Director Douglas M. Bushman said the change order covers replacement of sewage pipes and installation of severe-use cabinets intended to benefit both the Authority and tenants. The motion to approve the change order (mover: Commissioner Bogner; second: Commissioner Hughes) passed unanimously.
On Daniels Heights Project #097209, the deputy director explained that the architect recommended proceeding with the second-highest bidder due to issues with the apparent low bidder. Vice Chair Thomas Hughes asked about safeguards to avoid similar procurement issues in the future. Chair Adam Goodwin amended the motion to approve M&C Building LLC as the lowest responsible bidder; the amended motion was seconded by Commissioner Bogner and approved.
The board also approved submitting the Green Acres Sidewalks & Walkways Project for funding to renovate roads, sidewalks, and walkways across the Green Acres development, and voted to pursue HILAPP funding applications for Wallace Tower elevators and Sheridan Street rehabilitation after staff explained the HILAPP program and staff-level recommendation to pursue it.
