Failed chlorine tests on Sage Street line prompt flushing and EPD notification

City staff reported a failed monthly chlorine-residual test on a section of the newly installed Sage Street water line; crews flushed hydrants, placed a hydrant meter, warned the contractor of back charges, and filed a Level 1 assessment with the Georgia EPD.
Temple public-works staff told the Public Works Committee that recent monthly water testing in the area of the new Sage Street East Johnson waterline failed for low chlorine residuals in a localized portion of the line.
Public-works staff said they compared results near the fire department (which were acceptable) to the failing zone and suspected contamination from dirt or gravel in a section of pipe. City crews ordered the contractor to flush hydrants, installed a hydrant meter to track flushing volume (with the contractor to be back-charged for water used), and warned the contractor the issue should have been addressed during installation.
Because the test results are reportable, staff filed a Level 1 assessment with the Georgia Environmental Protection Division (EPD) and notified EPD of the issue. Staff said they expect the contractor to return to complete final grading and remaining work and that coordination on a manhole install remains pending for another interceptor project. The committee received the report and asked staff to continue monitoring and to return with progress updates.
The matter was informational at the committee meeting; staff will continue follow-up with the contractor and EPD.
