Jonesboro planning commission approves preliminary plat for Fountain Square Park redevelopment

The Jonesboro Metropolitan Area Planning Commission on Tuesday approved a preliminary subdivision plat for the Fountain Square Park redevelopment, a seven‑lot plan submitted on behalf of the East Arkansas Area Agency on Aging.
John Neely, with Associate Engineering, representing the East Arkansas Area Agency on Aging, told the commission the proposal covers the Fountain Square Park and the old Malco Theater site and includes seven lots. "We submitted the plans, the subdivision plans, water sewer plans," Neely said, and noted the team also completed a traffic study.
City staff member Anik reported the preliminary plan complies with the city's requirements for preliminary subdivision plan approval, saying setbacks and minimum lot-size requirements were properly depicted and satisfied. That finding cleared the path for a motion to approve.
Neely said the city's engineering recommendation called for a traffic signal and an intersection realignment, but that those improvements exceed both the city's and the applicant's budgets. "We all know it's a bad intersection, but there's not much we can do with it," Neely said, explaining the applicant will instead construct a dedicated right‑turn lane on the south side of Highland Drive at Bernard Street to allow right‑turn movements as an alternate mitigation.
Commissioners asked several questions about existing buildings on the site and the lots' layout. Neely said most existing buildings had been torn down; an existing East Arkansas office remains at the south end but the new office will be sited on the southeast corner (Lot 7) and the existing building will be removed after the new office is complete.
After a brief exchange and a motion to approve the preliminary subdivision plat as submitted, the commission voted in favor and the preliminary submission was approved.
The commission also approved the minutes from its April 14 meeting earlier in the session. With no further staff comments, the chair adjourned the meeting.
