Supervisors approve Stockport 28E agreement, set road-vacation hearing and authorize advertising of farm parcels

The Van Buren County Board of Supervisors approved several secondary-roads actions on Aug. 12, 2024. The board unanimously approved an amendment to the 2004 28E Agreement to transfer maintenance and control of Farm-to-Market extensions within the City of Stockport after the city council took separate action to approve the change.

County Engineer Ryne Thornburg briefed the board on secondary roads business. On the engineer’s recommendation the board appointed Billie Heiserman of Keosauqua as a full-time mechanic for the secondary roads department effective Aug. 26, 2024, with an initial wage of $26.33 per hour and a post-probation increase to $26.94 per hour (motion by Meek, second by Richards; ayes: 3).

The board also approved Resolution #08-12-2024B to set a public hearing for 9:00 a.m. on Monday, Sept. 9, 2024, to consider vacating and clearing record title for multiple described secondary roads and portions of named streets under Iowa Code Chapter 306; the resolution passed by roll call (House—Aye; Meek—Aye; Richards—Aye).

Discussion continued on three county-owned parcels located along Route W46 near the northeasterly edge of Farmington. After reviewing appraisal reports the board approved moving forward to advertise and sell the properties as three separate parcels (motion by Richards, second by Meek; ayes: 3).

Other operational notices included a resumption of the Kilbourne regrade, upcoming operator position interviews, and a tentative plan to take cores on county farm ground in September to evaluate potential for a county quarry. The minutes show these items as informational; no additional board direction or funding decisions were recorded.

The board recorded the vote tallies for motions when specified; resolutions and appointments passed unanimously.
