Aberdeen City Council approves $5 million state water application and construction payments

The Aberdeen City Council voted to approve a $5,000,000 application to the state water resources management system that city staff said will be used as matching funds for a roughly $20,000,000 federal allocation for Phase 3a of a regional water project.
"As the mayor stated, this is an application to the state water resources management system," City Manager Dave said during the presentation, adding that Webb Water is leading the application on behalf of partner agencies including the City of Aberdeen and BDM Rural Water Systems. Dave said Phase 3a work will focus around Mina and includes a 30-inch water main, valves and pump controls, modifications to the existing water tower, and engineering, permitting and construction work.
Council members asked whether $5,000,000 was the appropriate request after the city did not receive the full amount last year. Dave said the city applied for $5,000,000 and believes that amount was allocated and offered to follow up with confirmation.
The council approved the application by roll call vote; the clerk recorded one abstention (Nielsen) and the motion carried.
The council also approved a change order for granular fill material for the RP Public Works Building. Public works presenter Jeremy Thorsonsen said the city has nearly exhausted last year’s contracted material and sought to purchase additional fill from Jacob and Sons under last year’s contract rather than rebid. The change order of $155,002.50 to Jacob and Sons passed on a roll-call vote with all recorded members voting aye.
Additionally, the council approved a pay request and change order for accessibility quadrant improvements to CWF Concrete and Masonry. Destin, who presented the project, said the city’s annual ADA quadrant project is mostly complete and running under budget. The pay request totaled $163,003.49 (and $0.71) with a change order of $30,002.23 (and $0.20). The motion carried after the clerk’s roll-call vote recorded the mayor abstaining: "I will abstain, but the motion does carry," Mayor Shoneman said.
The council concluded its action items by approving the weekly bills on a separate roll-call vote; one abstention was recorded and the motion carried.
Actions recorded at the meeting will be included in the council minutes and any follow-up confirmations (for example, formal allocation notices for the state funds) will be provided to the council as staff receives them.
