Dixon County receives emergency‑management update, rejects crack‑sealing bid and approves K9 transfer

At the May 12 meeting, Emergency Manager Shea Scollard and E911 Coordinator Sara Kumm updated the board on floodplain outreach and equipment readiness. They said tower generators are installed and that Wayne County provided mobile generators for temporary use; Applied Connective Technologies is now handling phone lines previously serviced by Great Plains; tower inspections were completed for NIRMA insurance. Scollard and Kumm announced an EPA training in Yankton and a May 20 meeting with county fire chiefs to discuss state‑programmed equipment and county costs.
The board opened one crack sealing and paint bid from Dakota Seal and, on a motion by Roger Peterson seconded by Steve Hassler, rejected that bid. Separately, the board by motion authorized the county clerk to advertise for bids to widen bridge C002602910P in Township 29N, Range 6E, Section 4.
Don Andersen moved, and Roger Peterson seconded, a motion to approve and sign the transfer of property and release of K9 Ragnar to Tommy Gill; that motion carried on roll call vote with all present voting in favor (Lunz absent). The board also approved County Official’s Fee Reports and the Treasurer’s List of Pledged Securities.
During public comment Shelli Meyer provided an update on pipelines that affect Nebraska and surrounding states; no action was taken on that comment at the meeting.
The board reviewed and approved an itemized claims list covering multiple funds (general, road, 911, canine, insurance). On a motion by Roger Peterson, seconded by Deric Anderson, the board allowed all claims for payment; the roll call vote carried with all present voting in favor.
With no further business, the board discussed replacing the courthouse front sidewalk and then adjourned at 11:05 a.m.
