The Penfield Zoning Board granted conditional-use approval for a cannabis retail dispensary at 1620 Penfield Road after applicants confirmed they will comply with the town's updated hours and meet required safety and security standards.
Katie Neer, a regulatory attorney representing the applicant, and Mark Biasi, a partner at an existing dispensary, answered questions about security systems, ventilation and staffing. Biasi said the plans align with an operational dispensary the partners already run and that they had included security and ventilation documentation in their submission.
Board members reiterated that the town's recently adopted ordinance limits closing hours for establishments and asked that the condition be recorded; applicants agreed to the restriction. The board declared the item an unlisted action under SEQR, issued a negative declaration, and approved the application with the stated conditions.
The approval is conditioned on the applicants providing required departmental approvals before opening; the board emphasized follow-up verification of security, ventilation and parking requirements by municipal staff.
