A commissioner (Committee member (S5)) urged the board to encourage—and where appropriate request—written materials from members of the public who bring detailed data or research to meetings so commissioners have time to review that information before deliberations. "If they give it to us beforehand, then it gives us the time to research that" (Committee member (S5)), the speaker said.
Other members and staff agreed the practice helps the board make better informed decisions but emphasized it should not be a barrier to oral public comment. Staff (Staff member (S2)) noted the board's rules already encourage written comments and stated a guideline that written submissions be provided "no later than 8 a.m. the Monday immediately preceding the meeting."
