New Plainfield Stormwater Board hears MS4 briefing, 2026 projects and assets

At its first meeting on Feb. 12, the Plainfield Stormwater Board received a detailed operational briefing from Shannon Swann, Director of Public Works, and stormwater staff about the town’s MS4 permitting obligations, staffing, budgets and projects planned for 2026.
"I can talk about stormwater all day long," Swann told the board as she outlined the six minimum control measures required under the town’s MS4 permit through IDEM and described the programs Plainfield uses to meet them, including public outreach, Adopt-A-Road, dry-weather screenings and construction-site inspections. She said the department runs significant programs such as Arbor Day outreach, street sweeping, leaf collection and a tree management program treated as natural infrastructure.
Swann described the department’s 2026 budgets and assets: a stormwater customer budget of $208,000; stormwater undistributed at $2.1 million; stormwater distribution at $2.2 million; and $250,000 for stormwater availability. She listed maintenance responsibilities and counts: 7,616 catch basins and inlets, 36 best-management practices (BMPs), 82 snouts, 396 outfalls, 200 miles of pipe and 5,135 town-owned trees. She also described equipment purchases, including a new catch-basin rehabilitation machine used for in-house structural repairs.
Key 2026 projects Swann identified include a Bridgefield neighborhood hybrid ditch to address locations without storm infrastructure, bank stabilization projects at Talon Stream Park and Clarks Creek (where a washout exposed sewer siphons), and stabilization work on an unnamed tributary behind Ridgeline Estates. Staff said a stormwater master plan is underway to guide future retrofits and capital prioritization.
What board members asked for: Board members requested printed copies of the presentations and data; staff agreed to provide packets and to post materials on the town SharePoint site and the public website. The briefing was presented to help the board evaluate upcoming rate and capital decisions and to inform the Feb. 23 public hearing process.
