Lindenhurst board adopts FY 2022–23 budget, approves capital plan and business incentive

The Lindenhurst Village Board unanimously adopted the village’s FY 2022–23 budget and approved several related measures at its regular meeting on April 25, 2022.
The board approved Ordinance 22-4-2231 adopting the FY 2022–23 budget after Village Administrator Clay Johnson summarized revisions requested by trustees. Administrator Johnson said the adopted budget will be certified and submitted to Lake County in conformance with statute and that full budget books will be provided to the board.
Alongside the budget, trustees approved the 2022 Capital Improvement Plan, which lists projects and funding across the Community Capital, Water/Sewer Capital, Motor Fuel Tax, and Vehicle Replacement Fund budgets for FY 2022–23. The board also approved compensation adjustments for the Village Administrator, Chief of Police, Director of Operations and the Utility Systems Manager; official notice of those adjustments was posted on the village website.
On utility and service charges, the board approved Ordinance 22-4-2229 setting water and sewer rates and fees for FY 2023. Administrator Johnson noted the proposed budget includes an increase to the Capital Fee while water and sewer usage rates remain unchanged. The board separately approved Ordinance 22-4-2230 setting refuse and recycling collection rates for FY 2023; those rates remain unchanged in the adopted budget.
The board authorized Resolution 22-4-2232R, approving a LEAP economic incentive agreement with Grand Lindenhurst, Inc. d/b/a Lucky Penny’s of Lindenhurst 2 to assist with build-out costs for a second Lucky Penny’s location in the D’Aprile Properties plaza on Grand Avenue. Trustees noted this is the third incentive agreement the village has authorized under the LEAP program.
Procedural items approved earlier in the meeting included the minutes from the April 11 meeting and a second set of April bills for payment totaling $569,350.19. A public hearing on the proposed FY 2022–23 budget was opened and closed with no public comment. The meeting adjourned at 7:34 p.m.
