Deputy City Manager Lukasick briefed the council on the downtown Civic Area Master Plan RFQ timeline at the May 26 workshop.
Lukasick said staff released the RFQ and is holding a pre-submittal conference with proposers; responses are due June 5, staff expects to short-list three firms for council interviews on June 30, and hopes to have a contract negotiated by July 17 so work can begin in August. The schedule envisions a six-month public engagement program with listening and design phases through January when the consultant would present a final master plan and implementation schedule.
Lukasick emphasized a “listen first, design next” philosophy and described month-by-month milestones: August project launch, September intensive listening, October validation of community feedback, November design charrettes, December concept refinement and January final validation and recommendation to council. The master plan will include conceptual design, cost assessments and an implementation schedule to guide future work and integration with a broader community master plan.
Council did not take action but staff will return with shortlisted consultants and subsequent presentations and will coordinate with the Beach and Park District on related planning items.
