Sheridan City Council unanimously approved Resolution 30 on Dec. 9 appointing Tiffany Soares as presiding municipal judge and approved a related two-year services agreement that sets compensation at a flat $50,000 per year.
City staff explained the service agreement’s principal terms: a two-year term (charter-required), monthly payout of the flat compensation, an annual review meeting requirement within the first year, removal-from-office only for cause by a majority vote of the full council, and a scope-of-work section that includes presiding over municipal cases, arranging for substitute judges when needed, adopting court rules, appointing referees or hearing officers, and preparing a court budget through the city manager’s office.
Council also considered Ordinance 9 (establishing the presiding municipal judge salary). Because of a drafting error that listed an incorrect date for the two-year agreement, council approved an amendment changing the ordinance date to 12/31/2026 and then approved the ordinance as amended.
Staff said Judge Kimmel will administer the oath and swear in Tiffany Soares near the end of his final court session on Dec. 19; the city will send invites to council members who wish to attend.
Next steps: Execute the services agreement, schedule the swearing-in, and conduct the mandated annual review within the first year of appointment.
