Sheridan adopts local rules for natural-medicine businesses, sets hours for healing centers

Sheridan City Council on Dec. 9 adopted Ordinance 10, amending Chapter 56 (zoning) to regulate natural medicine businesses and adding an hours-of-operation provision for healing centers.
City staff explained the principal substantive change from first reading: insertion of a section to establish operating hours for natural medicine healing centers — 7 a.m. to midnight — consistent with direction council provided during first reading. Staff said the ordinance distinguishes between healing centers, production centers and manufacturing centers and that the newly added hours apply to healing centers specifically.
Because the Department of Housing (DOH) utility allowance tables used by many voucher administrators were not yet published, staff recommended the ordinance specify that the DOH schedule be used once published; council amended language to adopt the DOH-published schedule upon publication and then voted to approve the ordinance as amended unanimously.
Council indicated staff will circulate the published DOH figures when available and bring a comparison back to council in February if the new figures materially differ from prior schedules.
Next steps: DOH publication of the 2025 utility allowance schedule; staff to distribute figures and, if needed, bring comparisons to council for reconsideration.
