The commission authorized staff to move forward with procurement for Eastgate Plaza demolition and related site work after staff reported two estimates exceeded the threshold requiring an RFP.
"So here we are, and, I'd like for him to get that out quick if possible," Staff member said, explaining procurement timing and RFP needs. Commissioners instructed that the RFP include an asbestos investigation and content-removal terms and explicitly asked the RFP to note that there will be an auction prior to demolition so bidders account for removal of reusable or recyclable materials.
Members voiced concern that an on-site auction could reduce contractor bids because potential salvage value would be removed from the demolition scope; staff and commissioners discussed coordinating removal/auction timing so the RFP reflects the intended approach and prevents bidders from low-balling estimates based on assumed scrap material.
Why it matters: Including an auction/contents removal clause in the RFP affects contractor pricing, project cost and possible salvage recovery; an explicit RFP scope reduces procurement risk and clarifies responsibilities for asbestos surveys and stabilization work.
What happens next: The commission gave Dwayne authority to publish an RFP including asbestos investigation, content removal and auction language and authorized staff to sign related documents; staff aims to have procurement completed in time to bring a contract back for approval at the June meeting.
