Lancaster County commissioners approve a slate of contracts, permits and a $1.09 million juvenile services grant

The Lancaster County Board of Commissioners on Tuesday approved a bundle of routine contracts, a special event permit and a FY2027 juvenile services grant at its meeting in the County-City Building.
Commission Chair Christa Yoakum called the meeting to order at 9:01 a.m. and the Board first approved the minutes of May 19 and claims processed through May 22, 2026. Commissioners then handled the consent agenda, removing one contract item for separate consideration and moving a public hearing on updated construction codes to June 16, 2026 after a motion by Vice Chair Chelsea Johnson; the Board approved the revised date and the remaining consent items 5-0.
The Board approved a special event permit for the Market-to-Market Relay, an out-of-county endurance event that begins in Omaha and finishes in Lincoln’s Haymarket, after an overview from Jacob Henderson, event coordinator for Pink Gorilla Events. The Board also authorized a $17,000 payment from the Inmate Benefit Fund to Good News Jail and Prison Ministries of Fairfax, Virginia, for chaplaincy services.
County staff secured approval for a one-year agreement with Amergis Healthcare Staffing Inc to provide temporary professional healthcare staffing at the Mental Health Crisis Center at rates ranging from $45 to $280 per hour. The Board approved an adoption agreement to transition the county retirement plan administration to Empower Retirement LLC after a clerical paragraph selection was corrected.
Procurement and facilities actions approved included: appraisal and appraisal-review agreements for property acquisitions tied to the South 68th Street federal-aid road improvement project; a contract with Greenfield to construct a replacement salt shed at Sprague District Shop (not to exceed $221,575.11); a bridge repair contract with Lobato Construction LLC for Bridge H-253 (not to exceed $421,225.50); a one-year contract with Uretek USA Inc for soil stabilization (not to exceed $150,000); a memorandum of understanding with J & A Traffic Products for a square steel signpost system (estimated not to exceed $50,000); a contract with Kidwell Electric for maintenance and security work (not to exceed $250,000); and an MOU with Capital Sanitary Supply for janitorial and sanitation supplies (estimated not to exceed $360,000). All motions carried 5-0.
Human Services Quality Assurance Coordinator Lesley Ahrens presented a FY2027 Community-based Juvenile Services Aid Enhancement Grant contract with the Nebraska Crime Commission for $1,091,224 to support juvenile programs and diversion services. Ahrens said the funding level was lower than in prior years due to reductions in community-based aid and juvenile services funding and added that she believed the award is state-administered through the Nebraska Crime Commission. The Board approved the grant contract 5-0.
The Board entered an executive session at 9:23 a.m. to discuss strategy related to a real estate transaction and to receive legal advice and exited at 9:55 a.m. No members of the public spoke during the public comment period. The meeting adjourned at 9:57 a.m.
What happens next: Several of the approved agreements are tied to ongoing projects (for example the South 68th Street federal-aid project) that will require subsequent procurement and property-acquisition work; the county’s public hearing on updated construction codes is scheduled for June 16, 2026.
