Carter County adopts 'Sanctuary County' resolution, opposes state bill and backs POST certification at TCAT

The Carter County Board of Commissioners adopted a package of resolutions on March 15 that the chair and county attorney characterized as statements of local policy and support. County Attorney Joshua Hardin summarized each resolution before the votes.
The commission unanimously approved a resolution declaring Carter County a "Sanctuary County" for the U.S. Constitution and the Bill of Rights. In separate, unanimous votes, commissioners adopted a resolution expressing opposition to pending state legislation referenced in the record as HB8366/SB1604 and a resolution supporting implementation of Peace Officer Standards and Training (P.O.S.T.) certification into the Criminal Justice program at Tennessee College of Applied Technology‑Elizabethton. Instructor Myles Cook spoke during consideration of the TCAT resolution and described benefits of the training partnership.
County leaders said the zoning amendment (Resolution D) was intended to update local floodplain rules to minimize flood danger and to maintain eligibility for the National Flood Insurance Program; County Attorney Joshua Hardin and Chris Schuettler, Director of Planning & Zoning, described the amendment before the commission adopted it by roll call.
