Council declines Kazir Mezic annexation request after staff briefing

Staff reported the city received a notice of intent to annex filed March 19, 2026, for an initial two properties; staff recommended modifying the proposal to include nine additional parcels (11 total) to make the city boundary more regular. The annexation area was described as roughly 20 acres on the west side of town (near Roosevelt and Osceola streets) with 2026 County Assessor valuation cited at about $5,000,000.

Staff told the council that the annexed properties would adopt the city’s future land-use and zoning designations (R-2, low-density residential) and that water and sewer are available along Roosevelt Avenue. Committee discussion noted the city had declined a similar petition three years earlier and that staff and council capacity to process annexations is limited. A committee recommendation split its vote and the maker of the motion said they would vote in opposition while making the motion to approve.

Council moved to approve resolution 18-76 but after a roll call the motion failed and the resolution did not pass. No subsequent direction to staff or amended motion was recorded during the meeting minutes.
