Anthony Woodington, the city’s Parks and Recreation Director, presented proposed amendments to title 11 that would merge the parks & trails and sport recreation departments into a single Parks and Recreation Department and remove redundant chapter 3.
The changes add definitions (for example, ‘‘playing court’’ and ‘‘athletic field’’) and adjust fee structure. Woodington said the most significant change affects tournament fees at Kimray Park: staff recommends one flat fee of $500 per tournament per day that covers use of all four fields (including lights) because most tournaments use all fields and also charge gate fees. He said the recommendation followed a survey of peer cities in central Arkansas.
Woodington noted public access to tennis, pickleball and soccer remains available outside tournament bookings. Director Karen Garcia asked whether a redline version of the ordinance would be included in the packet; staff confirmed it will be provided. The ordinance will be considered at the board’s June 2 meeting.
