Neighborhood services asks board to condemn deteriorated house at 504 West Belding for demolition

James Hodge of Neighborhood Services asked the board to declare the single-family structure at 504 West Belding a nuisance and authorize condemnation to permit demolition and site clearance.
Hodge said inspections revealed broken and missing windows, rotted exterior walls, damaged soffit and fascia, compromised floor joists and evidence of possible squatters. Staff issued a notice to comply and said the owner, Olita Smith of Abbeville, Louisiana, contacted the office and provided signed, notarized consent for demolition. A limited title search showed no other parties with interest and a placard has been posted on the property.
Hodge estimated demolition bids on recent similar structures came in around $5,000 and said the property’s taxable value listed in the packet was roughly $38 (note: packet numbers read aloud appeared inconsistent; see clarifying details). He reported the owner said she intended to reimburse the city and staff explained a lien process would be used to recover demolition costs.
Neighborhood Services recommended condemnation because of the public-safety hazards and the owner's request that the city remove the deteriorated structure. The item will be placed on the June 2 agenda for the board’s consideration.
