Board previewed $5.76 million bid and $201,600 construction-management contract for Wash Tall water plant upgrades

Joey Stadler told the board the Wash Tall Water Treatment Plant currently uses older tube settlers in basins 1–5; the proposed project would install modern plate settlers in those basins to improve clarification, reduce filtration strain and increase reliability.
Staff presented two related items. First, a professional-services resolution to hire Christ Engineers for construction administration and observation at a cost of $201,600; Stadler said Christ designed the project and would provide continuity from design through construction. Second, staff recommended award of the construction contract for the plate-settler installation to JL Bryson, the lowest responsive bidder after one lower bid was withdrawn for calculation errors, at $5,759,997.20. Stadler confirmed the project was advertised, five bidders responded and no protests were received; funding will come from capital and the board-approved water bond account.
Directors asked about bidder history and bid documentation; staff said all bids will be included in the packet. City Manager and staff framed the professional-services contract as separate from the construction contract and appropriate given the complexity of maintaining treatment-plant operations during construction.
Both the professional-services and construction-award items are scheduled for formal action at the board meeting on June 2.
