Dallas County adopts construction-evaluation resolution for confinement feeding permits

Under the adopted resolution, the board agrees to evaluate every construction permit application for a proposed confinement feeding operation structure received by the board between Feb. 1, 2026 and Jan. 31, 2027 and to submit an adopted recommendation to the Iowa Department of Natural Resources (DNR). The evaluation must use the master matrix described in Iowa Code section 459.305; however, the board’s recommendation to the DNR may be based on the final master matrix score or on other reasons documented by the board.
The resolution also reflects statutory procedural rights: only counties that have adopted a construction-evaluation resolution may submit an adopted recommendation to the DNR and may subsequently contest a DNR permit decision for a specific application. The board’s adoption of the resolution was recorded in the minutes and attested by the county auditor.
