Cabell County Commission approves audit contract, economic development resolution and paramedic hire

CABELL COUNTY — The Cabell County Commission voted unanimously on Nov. 9 to approve several administrative and fiscal items, including participation in the West Virginia Local Economic Development Grant Program, a new audit contract and a part-time paramedic hire.
President Robert L. Bailey called the meeting to order at 10:00 a.m. and Commissioners Nancy Cartmill and Jim Morgan voted with him on all measures (3–0). County Administrator Beth Thompson told the commission the Audit Committee recommended Balestra, Harr & Scherer, CPAs to perform the county’s FY2017/2018 audit; the firm completed the prior year audit and submitted the low bid. The commission approved the uniform contract to audit/review local government financial statements.
The commission also approved a resolution of participation and cooperation with the West Virginia Local Economic Development Grant Program. Commissioner Nancy Cartmill moved for adoption and Commissioner Jim Morgan seconded; the vote was unanimous.
On personnel, the commission approved the employment of Christopher Jacob Epperson as a part-time paramedic effective Nov. 13, 2017, at a rate reported in the record as $12.6817 per hour. The commission approved an additional Hotel/Motel Fund allocation of $5,000 for roof replacement at the Tri-State Fire Academy for FY2017–2018.
The commission briefly entered executive session at 10:23 a.m. to discuss litigation and returned at 11:27 a.m. with no action taken. The meeting was adjourned at 11:45 a.m.
Documents placed on record included reports from the Ona Volunteer Fire Department, the Cabell‑Huntington Health Department annual report for July 1, 2016–June 30, 2017, Board of Health reports for July/August and October 2017, and the Assessor’s monthly statement for October 2017.
