Bunker Hill Village — At its April 21 meeting the City Council approved several land-use and capital items including an encroachment waiver for an existing home, a parks dedication designation, and a contract increase for construction management, and it approved a lengthy consent agenda covering invoices and pay requests.
Encroachment waiver: Steve Smith explained a survey showed a 1954 home at 12019 Surrey Lane encroaches into the front building line. Planning & Zoning recommended an Encroachment Agreement acknowledging the in‑kind encroachment but prohibiting expansion. Councilmember Eric Thode moved to approve Resolution No. 04-21-2020A with a setback correction; Councilmember Keith Brown seconded and the motion carried 5–0.
Arbor Tribute Walk: The council accepted a donation-driven program to plant trees and install benches along the city's trail system and easements, adopting Resolution No. 04-21-2020B and expanding the dedication to include easement areas per the Beautification Committee's recommendation. Motion by Councilmember Laurie Rosenbaum, second by Councilmember Susan Schwartz; carried 5–0.
RPS contract increase: Council approved a $25,150 increase to the RPS Infrastructure contract to provide construction management and materials testing support tied to the Warrenton/Kilts/Valley Star reconstruction; Councilmember Jay Smyre moved the increase and Councilmember Keith Brown seconded; motion carried 5–0. Funding for the increase will come from the project contingency.
Consent agenda: The council approved consent items A–Y, which included significant pay requests and invoices: an AAA Asphalt pay request of $239,576.05 for street/drainage/water work, Layne Christensen Company invoice for pump installation at Water Well No. 3 of $113,840.00, and participation fee to Harris Galveston Subsidence District Water Conservation Program of $50,788.78, among other routine professional invoices.
