Rasmussen family and county set May 9 hearing on Larson Road public-access dispute

Billy Rasmussen told the Caribou County Board of Commissioners on April 11 that he posted a bond and built Larson Road to county specifications to obtain a building permit and that Somsen Lumber helped with the work. Rasmussen said he received a letter from Pat Brown of the Idaho Department of Lands stating there has never been public access to the parcel from the north.
Commission Chairman Earl Somsen and other commissioners reviewed maps brought by Craig Shuler; the board said Shuler’s map indicates the way may qualify as an RS 2477 right-of-way unless it has been abandoned by the county. Commissioners said they will hold a public hearing on the issue on May 9, 2016 at 6:30 p.m. to examine evidence and hear public comment.
The dispute affects whether the road provides public access and could influence building permits and maintenance responsibility. The hearing will allow the county to consider documentary evidence and public testimony before taking any formal action.
