Road and Bridge Supervisor Kim Spencer told the Caribou County Board of Commissioners on April 25 that Turner Road will close Thursday while work resumes on the Penstock Bridge; River Road is expected to reopen Wednesday after PacificCorp installed a 4-foot pipe.
Spencer said the Forest Service has approved modifying the intersection of Lanes Creek Road and Highway 34 into a T junction to make it easier for trucks to turn, and she will seek state approval before moving forward. She also reported that she and leadman Brett Barfuss attended a Five County Road & Bridge supervisors meeting where several counties described requiring landowners to sign waivers if mailboxes sit in the right-of-way and are constructed of solid materials that could cause damage in a collision.
Spencer asked whether the commissioners wanted her to pursue waivers for affected landowners; commissioners asked her to "check with Doug" about whether a blanket policy would address the liability question. Spencer said only about four landowners appear to be affected. Commissioner Phil Christensen said he would like to coordinate with Blake to assess the senior center building (see separate item) before one related decision is made.
Spencer and commissioners also discussed a Grader Retriever available in Arbon Valley; she and Barfuss will inspect it when work resumes and Commissioner Christensen said he would like to join them.
The board did not adopt a new mailbox policy at the meeting and directed Spencer to obtain legal guidance and state concurrence on the intersection change before taking further action.
